Adopted on 7 January 1797 by the Cispadano Congress of Reggio Emilia, the flag is described in the proceedings as being made up of “three colors, green, white and red”. At the suggestion of Napoleon, the quiver (an oriental-style quiver) and the four arrows are inserted in the center of the flag, to indicate the peoples who had joined the Republic.
